The Seine-Nord Europe Canal Company continues to publish major consultations for the award of major works contracts. It has just published thenotice of public call for competition concerning the main works and associated services necessary for the construction of the three locks at Catigny (Oise), Allaines (Somme) and the junction with the Canal du Nord at Allaines (Somme). This step allows economic operators to apply by May 14, 2025 based on the business consultation file specific to the “applications” phase attached to the contract notice. Notification of this contract is planned for winter 2026, and the start of work for the second half of 2027.
The Catigny lock is the third and final lock on the Seine-Nord Europe Canal located in the Oise, after those of Montmacq and Noyon.
With a drop of 14 metres, the Catigny lock provides access to the longest section of the Seine-Nord Europe Canal, 39,2 km to the Allaines lock.
The Allaines lock and the junction lock with the Canal du Nord are the two locks located in the Somme.
The lock of Allaines will be open to the public and can be visited.
With a waterfall height of 13,10 metres, it will be located in Allaines, 1 km north of the junction lock.
The junction lock It will be the same size as the current locks on the Canal du Nord but approximately twice as high with a water drop of 11,27 metres.
It will connect the Canal du Nord (and beyond the Somme valley) to the Seine-Nord Europe Canal.
A marina will be installed on either side of this junction lock.
At this stage, candidates are invited to submit an application file demonstrating their ability to carry out the work and associated services (expected capabilities mentioned in the consultation documents). The tender phase will then begin with only the candidates whose applications have been accepted.
The execution of the contract will take place over a total period of 70 months, divided into two phases of different durations for each lock: one comprising the works and the other operational assistance.
The market, the procedure of which will involve negotiations with companies, will cover on the main construction works of the 3 locks.
Other related markets to the construction of these locks which will be launched later: equipment, building and landscaping.
Sourcing and early consultation with the companies have made it possible to define this allocation, with the aim of access for SMEs. The sourcing work with the professional federations continues, in particular for the establishment of a relevant and balanced contractual framework for this type of project. It will then be broken down, for the main works contracts (including the lock contracts), in the DCEs submitted to the candidates selected for the "offers" phase.
