TOARC: Consultations for the main markets are now open!

The Seine-Nord Europe Canal has taken a decisive step forward with the launch of consultations for the award of the five main works contracts for Earthworks, Engineering Structures, Communication Restorations (TOARC) in sectors 2, 3 and 4.

5 TOARC markets for 89 kilometers of canal

Following the granting of environmental authorization for the sections between Passel and Aubencheul-au-Bac, issued by the State on August 9, 2024, the Société du Canal Seine-Nord Europe (SCSNE) continues to launch numerous consultations for works contracts, including the main contracts.

After launching all the consultations for the locks of the Seine-Nord Europe Canal (Oisy-le-Verger, Noyon, the market Catigny, Allaines and the junction lock with the Canal du Nord, and Mark), These are now the main markets known as TOARC, Earthworks, Engineering Structures and Communication Restorations, on which companies are working.

The TOARC contract for sector 1 is currently in the final bid analysis phase and will be notified during the first quarter of 2026.

To enable everyone to seize the opportunities offered by the Seine-Nord Europe Canal, local authorities and project partners are working together, hand in hand, through an exceptional mechanism reserved for major regional development projects: the Major Project Approach. The Canal constitutes a a lever for development for local businessesbut also can give you exceptional local job opportunity.

At the end of the second quarter of 2025, 107 public markets were active, involving 123 companiesincluding 45 based in Hauts-de-France (not counting subcontractors). Furthermore, over 1,000 companies are already listed. on the CCI Business Hauts-de-France Canal Seine-Nord Europe platform, to facilitate connections with clients.

The arrival of the construction sites is also a exceptional local job opportunityUp to 6000 people are expected, including 3000 specifically recruited for the project. Local areas are preparing to welcome them and meet the needs of businesses and their employees in terms of accommodation, catering, transportation, etc.

A procurement procedure guided by SCSNE's Purchasing Policy

Adopted on 1er In October 2020, the SCSNE Supervisory Board adopted the SCSNE Procurement Policy, inviting bidding companies to become partners in the sustainable transformation of the regions, thereby supporting the objectives of security, employment and regional development, the environment, and innovation. The procedure for these TOARC contracts will implement this policy through several key measures, including:

  • Preventive measures to guarantee safety on construction sites: this major concern for the project owner is reflected in the contract documents, notably through the integration of a interpretation clause, the obligation for all workers involved in the Canal construction projects to pass the Canal Prevention Passport, or even penalties for failure to comply with safety obligations,
  • The obligation for the holder to entrustat least 20% of the work to Small and Medium Enterprises (SMEs),
  • The integration of a clause for integration through economic activity (CIAE) which encourages companies to use employees in integration programs. This initiative is part of the Canal Solidaire program, supported by the Departments of Nord, Oise, Pas-de-Calais, Somme, Aisne, and Val-d'Oise, and aims to support sustainable employment and integration. Of all the contracts awarded by SCSNE as of June 30, 2025, 176 people have already been integrated, thanks to inclusion clauses, into a sustainable return-to-employment pathway, and more than 147 hours of integration have already been carried out. Like the lock markets (for example, around 150,000 hours of integration for the Oisy-le-Verger lock), TOARC open up considerable prospects in terms of integration.

A requirement to decarbonize construction sites

As part of the selection of offers, candidates will notably have to meet criteria related to the energy transition in connection with the construction sites, enabling their decarbonization.

Each candidate must commit to ensuring that a portion of the material supplies and the management of material removals is carried out using river and rail transport, with the aim of limiting the impacts of transport on the territories (the so-called "modal shift" clause).  In order to encourage modal shift for the implementation of this project, offers from candidates who commit beyond the minimum rates will be valued during the scoring.
