The Noyon lock opens the ball for the main consultations of 2025

This is a new stage for the locks of the Seine-Nord Europe Canal, the notice of public call for competition concerning the main works and associated services necessary for the construction of the Noyon lock in the Oise has just been published. This stage allows economic operators to apply by March 11, 2025 on the basis of the business consultation file specific to the "applications" phase attached to the contract notice. Notification of this contract is planned for summer 2026. The launch of this contract is a concrete signal of acceleration of the Seine-Nord Europe Canal at the beginning of 2025, and the SCSNE is preparing to publish this year more than twenty consultations with a view to awarding works contracts, including the main contracts. 

A negotiated procedure for the Noyon lock

The Noyon lock will be located on the western edge of the city, close to the current Canal du Nord. It is one of the highest locks on the Seine-Nord Europe Canal, with a water drop height of 21,07 metres. As with the 5 other large-gauge locks that will be built, the internal dimensions of the lock chamber are 12,5 metres wide and 195 metres long.

The execution of the contract will take place in 2 phases:

  • a first phase of 63 months corresponding to the works, including 9 months of preparation (preparatory work to clear the rights-of-way, site installations and access roads),
  • a second phase of 16 months of special operating assistance services (which begin during the last months of work).

The contract, the procedure for which will involve negotiations with companies, will cover the main construction works of the lock, including:

  • Special foundation works: retaining screens in diaphragm walls and their associated works (for example: injected plug, struts, tie rods, drainage and sanitation),
  • Devices for exhausting drainage flows for the excavations of the lock carried out under the water table including the buffer basin for the drainage water,
  • Earthworks in excavation within the enclosure created and their provisional or permanent storage,
  • The construction of the mainly reinforced concrete structures of the lock: airlock, upstream and downstream heads, valve tower, savings basins, connection aqueducts, pumping station and its ancillary works (intermediate chamber, discharge structure, pipelines),
  • Earthworks in embankment in contact with and around structures,
  • The manufacture and assembly of part of the equipment including lock gates, lock sluices, floating bollards for easy mooring of boats in the lock, etc.
  • The insertion and coordination of this equipment with other equipment,
  • Assembly of metal equipment of the airlock such as bollards, ladders or walkways,
  • Construction work on port facilities in the outer ports,
  • Waterproofing work outer harbors,
  • Operating operations works constructed or assembled between the partial or total completion of construction and the start of operation of the Seine-Nord Europe Canal.

The Noyon lock site will be the subject of other contracts that will be launched later: equipment, building and landscaping. Sourcing and early consultation with companies have made it possible to define this allocation, with the aim of providing access for SMEs. The sourcing work with professional federations is continuing, in particular for the establishment of a relevant and balanced contractual framework for this type of project. It will then be broken down, for the main works contracts (including the lock contracts), in the DCEs given to the candidates selected for the "offers" phase.

The locks of the Seine-Nord Europe Canal, a technical challenge

The design of these locks represents a real technical challenge. Each of these structures was designed by the teams of the Société du Canal Seine-Nord Europe and its project managers in compliance with ambitious environmental criteria. So, for to preserve water resources, basins attached to the lock will save a major part of the water when emptying the lock to be reused during the next filling. Water that cannot be spared is immediately pumped from the downstream reach to the upstream reach.

In addition, a very high level of transport performance was required for these locks, implying limiting the passage time of boats as much as possible. For the Noyon lock, the objective of the airlock times (filling or emptying the airlock) is optimized to not exceed 12 minutes.

Particular attention has been paid to the insertion of the locks of the Seine-Nord Europe Canal which will create new landscapes. The technical, architectural and landscape design of the Noyon lock meets High Environmental Quality (HQE) criteria, with 700 trees planted around it. It is, like the locks of Oisy-le-Verger and Allaines, designed for welcome the public and become essential on the tourist circuits of Hauts-de-France.
