Dear Madam or Sir,

The development of the four inland ports of Marquion-Cambrai, Péronne, Nesle and Noyon is a major component of this large project of common interest.

In order to better understand market potential, economic operators expectations and needs, and all success conditions for these projects, the Région Hauts-de-France in close conjunction with the Société du Canal Seine-Nord Europe (SCSNE) and the local authorities concerned ( Communities of Communes Osartis-Marquion, Haute-Somme, East of the Somme, Pays Noyonnais, Agglomeration Community of Cambrai), is launching a sourcing-process.

This sourcing is intended for all economic players wishing to operate on the future Canal Seine-Nord Europe (CSNE) area.

This specific procedure governed by articles R2111-1 et seq. of the Public Order Code (French “Code de la commande publique”) offers the possibility of consulting economic operators with a view to preparing the following stages of competitive tendering. This sourcing phase does not in any way constitute a commitment to participate in the subsequent phases of the projects or in possible calls for tenders. A publication of the main conclusions of this consultation will be made.

  • September 1st to 30th, 2020: interviews to deepen the needs of economic actors

In order to carry out the first phase of the questionnaire and to ensure its wide communication, we would solicit your support by asking you to kindly relay this call to your networks.

We remain at your disposal for any further information on this subject, as well as to assist you in the dissemination of this call if necessary.

We thank you in advance for acknowledging receipt of our request. We are looking forward, dear Madam, Sir, to hear from you.

Yours faithfully
