Call for applications from experts and specialists for the environmental observatory

From January 30 to February 27, 2026 inclusive, the Société du canal Seine-Nord Europe (SCSNE) is launching a new call for applications from experts and specialists in private practice to establish the Observatory for the environment of the Seine-Nord Europe Canal project for the positions that remained vacant following the call for applications in the summer of 2025.

The Observatory's first mandate, from 2019 to 2025, focused primarily on establishing the monitoring program to be implemented during the works and then up to 10 years after the Canal is put into service, as well as on analyzing the project managers' study deliverables with regard to the points of attention initially identified.

A new term, from 2026 to 2032, is beginning. The profiles of experts sought for this call for applications are detailed later in this document. 

The first call for applications in the summer of 2025, along with requests from organizations to nominate their representatives, resulted in the selection of some members for each committee. The jury responsible for reviewing the applications received in response to the first call for applications decided to reopen the call for applications for the remaining vacant positions due to a lack of candidates.

The environmental observatory

The Observatory was formed by a decision of the SCSNE board of directors D2018-09 of May 15, 2018, updated by the decision 2025-09 of May 27, 2025 which defines its role, its composition and its operating rules.

The Observatory comprises three commissions, constituted as follows:

  1. A commission of expertise in hydraulics, hydrogeology and watercourses;
  2. A commission of expertise on natural spaces and biodiversity;
  3. A commission of expertise in architecture and landscape.
