European funding, HQE certification, innovation on the agenda of the Supervisory Board

The Supervisory Board of the SCSNE met this Thursday, June 29 in Lille, in the presence of Pr Peter Balász, coordinator of the European multimodal corridor North Sea-Mediterranean. Many points were on the agenda, in particular the renewal of Europe's commitment to the Seine-Nord Europe Canal, the High Environmental Quality (HQE) certification for the project, and the adoption of the policy innovation of the SCSNE.

European funding of 405 million euros granted to the SCSNE

A new fundamental step for the continuation of the construction of the Seine-Nord Europe Canal has just been completed: financing of up to 405 million euros under the Mechanism for Interconnection in Europe (MIE), a financing program for infrastructure projects in the energy, transport and telecommunications sectors in Europe.

For the first time for the Canal, the financing rate rises to 50% of works expenditure against 40% previously. This envelope corresponds to the construction work of sector 1 of the Canal between Compiègne and Passel in the Oise as well as all the expenses for studies, procedures and preparatory work for all the sectors of the project.

The Seine-Nord Europe Canal, as a component of the Seine-Escaut cross-border link project, is governed by a European implementing decision which entered into force on June 27, 2019. This decision establishes a detailed roadmap for the construction of an interconnected wide-gauge river network in North-West Europe. It incorporates ambitious objectives in terms of sustainable development, the achievement of which determines the allocation of European funding.

An HQE Sustainable Infrastructure certificate issued by CERTIVEA

The Seine-Nord Europe Canal Company received the HQE Sustainable Infrastructure certification issued by CERTIVEA for its “Program” phase. This certification certifies that the first phase of the project has been conducted in an exemplary manner to meet the four major challenges of sustainable development: quality of life, respect for the environment, economic performance and responsible management.

The certification reference system consists of four sustainable development commitments and 17 objectives. The SCSNE established a diagnosis, identified the challenges of the project and broke down these objectives into more than 200 actions. Audits are carried out at each stage of progress, and the objectives are integrated into the SCSNE's public contracts. The HQE certificate is a recognition of the environmental performance of the SCSNE and emphasizes the efforts to implement environmentally friendly practices throughout the implementation of its project to develop the Canal Seine-Nord Europe.

A bold innovation policy of the SCSNE

The Supervisory Board has also adopted the innovation policy aimed at strengthen its role in ecological transition and sustainable mobility. This policy is based on three operational objectives : an economical and socially and environmentally responsible site, a connected and communicating site, and the construction of a sustainable infrastructure contributing to the energy transition.

To achieve these objectives, the SCSNE wishes to use new technologies to improve project management, the quality of work execution and the performance of the structure. For example, the use of the BIM platform and the automatic exploitation of satellite images are envisaged to monitor the progress of the project or the traceability of materials. In its public contracts, the SCSNE includes innovative solutions from the design phase and reinforces the environmental criteria for the evaluation of offers. It also requires regular reports during the execution of the work in order to promote initiatives aimed at reducing the impacts of the worksite.
