Project Manager - Lock Systems and Equipment

The Société du Canal Seine-Nord Europe (SCSNE), a local public establishment, is in charge of public project management of the future large-gauge 107 kilometer canal, an essential link in the major European waterway project called Seine-Escaut.

SCSNE is a young company (operational since 2017), dynamic, on a human scale, now with more than 100 employees who, each in their field of expertise, participate in the management and coordination of a major European project combining safety, performance, respect for the environment and innovation.

Joining the SCSNE means joining a team that works collectively for the success of this project!

The Seine-Nord Europe Canal project is divided into 4 geographical sectors and 2 specific sectors (Locks and Somme Canal Bridge).

The Locks sector is a cross-sectional sector which includes the 6 large gauge locks of the CSNE and a junction lock with the Canal du Nord.

The cost of the work in this sector is estimated at 850 million euros.

Your mission

Reporting directly to the Director of the Locks sector, you will assume the responsibilities of project manager in charge of managing the Systems and Equipment markets for 6 of the 7 locks on the Seine-Nord Europe Canal.

The "Systems" section contributes to the overall operation of the Seine-Nord Europe Canal, particularly for the remote operation of the locks (automation, control-commands, videos managed from a decentralized station) and the hydraulic management of the canal (control of the pumps integrated into the locks).

The "Equipment" section includes, in particular, high current, low current, hydraulic equipment (cylinders and hydraulic power units) and screens.

You are the primary point of contact for the project owner, both internally and externally, within your assigned scope and associated interfaces. You contribute to project management in terms of costs, deadlines, technical performance, sustainable development, safety, and risks.

Your activities are structured around the following main areas:

  • Managing works and service contracts: first-level administrative, financial, contractual and technical management in connection with the project manager's mission
  • Contribute to monitoring the execution of the project management contract and ensuring that the latter complies with its obligations
  • Monitor the proper completion of the work and in particular compliance with regulatory obligations resulting from administrative authorizations and ensuring site safety
  • Managing interfaces from a technical perspective
  • Contribute to consultation and communication actions led by the Territorial Partnerships Europe Department with local residents and stakeholders
  • Manage the general planning on the perimeter of the sector and in interfaces with the other groups of the project
  • Support the future operator in taking charge of the river transport system (dry run), contribute to the commissioning and transfer of the system to the future operator and manage the post-commissioning performance verification period (VPC/ VSR)
  • Ensure budgetary and financial monitoring of assigned budget lines, in conjunction with the Finance Department.
  • Actively contribute to the risk management process within the entrusted scope
  • Receive the As-Built Documentation (DOE), compile the necessary Project Files for project management, receive the BIM models, and ensure the management of the filing and archiving of study and work files.
  • Provide transversal technical support (first level expertise) in areas of specialty or expertise with the possibility of being designated technical/business referent in these areas

This position, based in Compiègne, is open to teleworking 2 days a week.

Travel is expected in the Hauts-de-France region.

Your profile

With a Bac + 5 level engineering or Master's degree, you have proven successful experience on infrastructure projects, ideally in the field of water management in the broadest sense (canals, dams, water supply, wastewater treatment plant, hydraulic management, etc.), integrating a "systems" component where you ensured the steering and management of interfaces with equipment as project owner, operations manager or project manager, or even construction company.

A knowledge of the fundamental principles of the public procurement code, both for the awarding and execution of public contracts, is desirable.

In addition to being attentive to stakeholders, you also know how to be assertive in your relationships with various service providers.

Organised and rigorous, you possess real synthesis skills, combined with the ability to report and raise the alarm.
