Territory Director Santerre / Haute-Somme (F/M)

The Société du Canal Seine-Nord Europe (SCSNE), a local public establishment, is in charge of public project management of the future large-gauge 107 kilometer canal, an essential link in the major European waterway project called Seine-Escaut.

SCSNE is a young company (operational since 2017), dynamic, on a human scale, with nearly 80 employees who, each in their field of expertise, participate in the management and coordination of a major European project combining security , performance, respect for the environment and innovation.

The Seine-Nord Europe Canal (CSNE) is designed and built in a spirit of partnership and as part of a constant dialogue with all territorial stakeholders.

In this context, the Europe Partnership and Territories Department is recruiting a Santerre/Haute-Somme Territory Director.

Within the Territorial Partnerships Europe Department, under the responsibility of the Territorial Partnerships Europe Director, in close liaison with all SCSNE services, you lead all dialogue with stakeholders in the construction phase of the Canal in the Somme, as well as information and communication with the public at different levels of the territory.

Your mission

Your activities revolve around the following main areas:

Facilitating dialogue with all territorial stakeholders and developing local partnerships:

  • Represent and manage relationships with different territorial stakeholders and the public, including handling requests (requests for information, complaints) in conjunction with other SCSNE departments
  • Explain the strategy and modalities for holding dialogue and participation of territorial stakeholders and the public in the site preparation phase, then in the works phase, in perfect coordination with the sector directors of the SCSNE technical department in order to promote acceptance and appropriation of the CSNE in the territory
  • Initialize and develop local partnerships likely to consolidate the good integration of the Canal, as well as the implementation in the territory of partnership agreements established at the global scale of the CSNE

 

Implementation of the CSNE information – communication action plan:

  • In line with the Management's strategy, define the communication strategy in the territory and implement the information system for the attention of territorial stakeholders and the public at the different phases of the project's progress: production of communication tools communication (documents, videos, etc.), organization and animation of field events, etc.
  • Pilot project management assistance systems in your territory for local communication (execution of contracts, renewal-handover when the time comes)

 

The operational version of the Grand Chantier Approach:

  • Execute the implementation of the Santerre / Haute-Somme territorial development contract in close collaboration with the SCSNE partners (the State, the Hauts-de-France Region, the Somme Department), the intermunicipalities, and the all stakeholders in the Grand Chantier approach (CCI, France Travail), in cooperation with the Grand Chantier division of the Management
  • In connection with the regional management of the territorial project system, support project leaders in their reflections and develop their projects (in terms of financial and technical engineering, advice, etc.) either by directing them towards advice or, as the case may be, where appropriate, by mobilizing skills present within the framework of the CSNE project

Your profile

At a Bac +5 level either in the field of communication of public projects, or in the field of planning and development of territories / public policies, you have professional experience of more than 10 years in the management significant land-use planning projects, particularly for aspects related to communication, territorial dialogue and stakeholder participation.

Experience within a project management team for land use planning projects in the implementation phase would be particularly appreciated.

Your past experiences have allowed you to develop managerial skills.

You are able to define and implement communication actions and ensure the management of communication agencies.

Responsive, proactive, with easy interpersonal skills, you have the ability to work cross-functionally internally and externally.

You know how to develop and control a budget in the context of communications markets.

This position is based in Compiègne (60) and open to teleworking in compliance with the rules set by the SCSNE teleworking charter.

Permanent contract under private law – framework status – SYNTEC collective agreement. Day package – 208 days / year.
