Public Works Procurement Buyer (M/F)

The Société du Canal Seine-Nord Europe (SCSNE), a local public establishment, is in charge of public project management of the future large-gauge 107 kilometer canal, an essential link in the major European waterway project called Seine-Escaut.

SCSNE is a young company (operational since 2017), dynamic, on a human scale, now with more than 100 employees who, each in their field of expertise, participate in the management and coordination of a major European project combining safety, performance, respect for the environment and innovation.

Joining the SCSNE means joining a team that works collectively for the success of this project!

Joining one of the largest European projects means contributing to the awarding of numerous high-stakes public contracts necessary for its completion.

The study phases are complete and 2025 marks the publication of the main works contracts, which will reach a total of approximately 3,5 billion euros in orders.

In this context, the Public Procurement Department plays a strategic role in the project's implementation. It manages the procurement process with operational departments, ensuring its efficiency and legal compliance.

Your mission

In compliance with the Public Procurement Code, you will be responsible for managing high-stakes purchases in terms of risk, budget, and procedure. You will oversee the awarding of complex public contracts and the formalization of any amendments to these contracts. You will be responsible for ensuring the quality and performance of the procurement process.

Your activities revolve around 3 essential areas:

Management of the awarding of major works contracts:

  • Advise departments and service providers on defining needs and drafting specifications, and lead the development of the purchasing strategy prior to drafting tender documents.
  • Ensure the monitoring of service provider (project management assistance and project execution) outputs in accordance with the risk management objectives of the procurement procedure and, more broadly, the project (quality, cost, deadlines). Where applicable, draft the administrative documents for the tender, and any amendments, as well as summary notes using the existing document repository.
  • Organize public procurement procedures by providing the necessary legal and purchasing advice to all teams, in accordance with the process adopted by SCSNE
  • Participate, according to the organization adopted, in the key stages of monitoring contract execution in support of the operational departments responsible for this monitoring and in conjunction with the legal affairs department

Purchasing contact person for one of the six SCSNE sector directorates:

  • To be the purchasing contact person for a sector management team within the matrix organization implemented by SCSNE
  • In conjunction with your department, the relevant sector management, and other project stakeholders, ensure adherence to the procurement plan for the sector, gather information relevant to the sector regarding public procurement processes, and provide regular reports to the sector's management and your superiors.

Various activities:

  • To manage or directly oversee the awarding of public works contracts of smaller financial scale (preparatory works, ecological improvements, etc.) or service contracts
  • Maintaining legal awareness and participating in the drafting of legal analyses related to public procurement
  • Providing advice on purchasing techniques and support during negotiation phases through sound market knowledge related to the project (Works, Construction, Engineering)
  • Contribute to the development and dissemination of doctrine and best practices in public procurement by drafting notes/guides/processes or leading training sessions.

The position is based in Compiègne or Lille. It is open to remote work two days a week.
