Human Resources Project Manager

The Société du Canal Seine-Nord Europe (SCSNE), a local public establishment, is in charge of public project management of the future large-gauge 107 kilometer canal, an essential link in the major European waterway project called Seine-Escaut.

SCSNE is a young company (operational since 2017), dynamic, on a human scale, now with more than 90 employees who, each in their field of expertise, participate in the management and coordination of a major European project combining safety, performance, respect for the environment and innovation.

The Human Resources and General Resources Department (HR-LMG Department) manages human and material resources according to the specific needs of the organization. It supports the Executive Board in defining the HR strategy and implements the employment and compensation policies decided by the Supervisory Board.

Working directly with the Director of Human Resources and General Resources, the HR Project Manager implements the HR strategy defined with the Executive Board, manages HR projects, and plays a key role in social dialogue. They are the primary contact for managers and teams on HR issues in their field. At the end of the project, they will participate in managing the workforce reduction phase.

Your mission

Your activities revolve around the following main areas:

Project management

  • Management and organization of working time (CET, working time monitoring),
  • Quality of life at work (social barometer, QVT actions, etc.),
  • Professional equality
  • Employee savings
  • Social protection
  • Management of the workforce reduction phase in the final phase of the project company

Employer branding and recruitment

  • In conjunction with the SCSNE communications department and the HR department, co-pilot the development of the SCSNE's attractiveness through the implementation of actions aimed at promoting the employer brand
  • Develop partnerships with schools to host interns and work-study students
  • Write and/or update job descriptions in conjunction with managers
  • Write and distribute announcements
  • Participate in the selection of candidates (CV pre-selection and conducting interviews) within the scope of the recruitment entrusted

Social dialogue

  • Contribute to the preparation of IRP meetings, and generally to the facilitation of social dialogue
  • Contribute to negotiations with employee representative bodies as part of the management of defined HR projects

Advice and support for managers and employees

  • Provide an advisory role to managers on HR issues related to the management of their teams
  • Ensure the correct application of HR procedures by all operational staff
  • Support, guide and inform employees on all questions related to HR matters: labor law, collective agreements, internal rules
  • Ensure the role of functional referent of the HRIS

Reporting, HR indicators and budget monitoring

  • Develop and analyze HR indicators: absenteeism, turnover, work accidents, professional equality between women and men, etc.
  • Contribute to budget projections and monitoring, in conjunction with the Finance Department
  • Contribute to social management control

Structuring and monitoring activities

  • Participate in the development and operational deployment of HR procedures
  • Ensure legal and social monitoring and propose the necessary internal adaptations where appropriate

 

This position, based in Compiègne, is open to teleworking one day per week.

Your profile

With a Master's degree in human resources management, you have at least 5 years of professional experience in similar roles. You have extensive knowledge of social and labor law, and are proficient in recruitment techniques.

Rigorous and proactive, you have excellent interpersonal skills and know how to adopt the appropriate posture for HR functions.

You enjoy working in a team and across departments and you are able to manage HR projects within the framework of constructive social dialogue.

You are able to easily grasp budgetary logic and your mastery of Excel allows you to organize the construction and monitoring of indicators with rigor and reliability.
