TOARC Project Manager – Sector 2

The Société du Canal Seine-Nord Europe (SCSNE), a local public establishment, is in charge of public project management of the future large-gauge 107 kilometer canal, an essential link in the major European waterway project called Seine-Escaut.

SCSNE is a young company (operational since 2017), dynamic, on a human scale, now with more than 100 employees who, each in their field of expertise, participate in the management and coordination of a major European project combining safety, performance, respect for the environment and innovation.

Sector 2 extends over a length of approximately 45 km crossing the departments of Oise, from Noyon and the Somme to the Somme valley and the future Canal Bridge. Its perimeter includes the SNCF Creil-Jeumont and Amiens-Laon railway lines, an aqueduct on the A29, GRT Gaz networks (gas node), 3 inland ports managed by the region, a stopover and a marina, as well as 30 road restorations. It is also characterized by significant earthworks including 3 large embankments and 3 km of lagooned banks. The Sector operates on 3 reaches made up of 5 dams.

The cost of work in this sector is estimated at around 750 million euros. This sector will consist of two main TOARCs.

Reporting directly to the Director of Sector 2, the project manager is responsible for leading the handover and execution of one of the two TOARCs in Sector 2, in conjunction with all other components of the company within a matrix project management organization.

For these missions, he/she relies on a project management assistant but also on a project manager who is in charge of directing the execution of the works.

Your mission

  • Contribute to the analysis of DCE documents
  • Contribute to procurement (analysis of offers/negotiation/DCE recalibration/adjustment in conjunction with the AMO, the MOE and the SCSNE purchasing department)
  • Manage the TOARC, as well as work contracts and related services: first-level administrative, financial, contractual and technical management (compliance with the CSNE program)
  • Contribute to monitoring the execution of the project management contract and compliance by the project manager with its obligations within the framework of the contracts monitored
  • Monitor the proper completion of the work and in particular compliance with regulatory obligations resulting from administrative authorizations and ensuring site safety
  • Manage interfaces on both the administrative and technical side (road managers, existing river network managers, network concessionaires, third-party project owners, etc.)
  • Contribute to consultation and communication actions led by the Territorial Partnerships Europe Department with local residents and stakeholders
  • Manage the general planning on the perimeter of the sector and in interfaces with the other groups of the project
  • Contribute to communication actions led by the DPTE
  • Support the future operator in taking over the river transport system (dry run), contribute to the actions of commissioning and transfer of the system to the future operator and management of the post-commissioning performance verification period (VPC/VSR)
  • Budgetary and financial monitoring of the budget lines entrusted with responsibility: preparation of expenditure forecasts, management and monitoring of execution, adjustment, reporting/reporting, in conjunction with the SCSNE Finance Department
  • Implement and monitor the risk management approach within the entrusted scope
  • Manage land made available to businesses, in conjunction with the Land and Right-of-Way Management Department
  • Receive Executed Works Files (DOE), create Works Files necessary for management, BIM models, as well as manage the classification and archiving of study and work files
  • Provide reporting to the sector director, participate and contribute to project management, particularly regarding costs/deadlines/risks/interfaces
  • Provide interim support for other project managers during periods of leave or absences
  • To provide cross-functional technical support in areas of specialization or expertise, with the possibility of being designated as a technical/professional expert in those areas.

This position, based in Compiègne, is open to teleworking 2 days per week.

Travel to be expected in the Hauts-de-France region.

Participation in technical on-call

Your profile

You have a Master's degree or equivalent in engineering, supplemented by successful experience in similar roles related to linear infrastructure projects and/or complex civil engineering.

Initial experience in project management as a project owner, operations manager or project manager, or even construction companies would be appreciated.

Organised and rigorous, you possess real synthesis skills, combined with the ability to report and raise the alarm.

You know the fundamental principles of the public procurement code both for the award of public contracts and for their execution.

Listening to stakeholders, you also know how to show firmness in your relations with different companies.

You enjoy working in a team and in project mode and you are comfortable working in matrix mode.
