TOARC Project Manager – Sector 4

The Société du Canal Seine-Nord Europe (SCSNE), a local public establishment, is in charge of public project management of the future large-gauge 107 kilometer canal, an essential link in the major European waterway project called Seine-Escaut.

SCSNE is a young company (operational since 2017), dynamic, on a human scale, now with more than 90 employees who, each in their field of expertise, participate in the management and coordination of a major European project combining safety, performance, respect for the environment and innovation.

Sector 4, the northernmost sector of the project, extends over a length of approximately 28 km crossing the departments of Pas-de-Calais and Nord. It includes within its perimeter the restoration of the A2 motorway and the passage over the A26 as well as 13 road restorations, the backfilling of the Canal du Nord over approximately 7 km. It is characterized by significant earthworks (more than 30 million m3 of rubble), and 3 km of lagoon banks.

The amount of work in this sector is estimated at around 700 million euros. This sector will be composed of 2 main TOARCs.

As Project Manager, you are the first-level representative of the project management, both internally and externally, within the scope assigned to you and the associated interfaces. You contribute to project management in terms of costs, deadlines, technical performance, sustainable development, safety, and risks.

Your mission

Your activities revolve around the following main areas:

  • Contribute to the analysis of DCE documents, in conjunction with the Sector Management and the Public Procurement Department
  • Manage the TOARC, as well as work contracts and related services: first-level administrative, financial, contractual and technical management (compliance with the CSNE program)
  • Contribute to monitoring the execution of the project management contract and compliance by the project manager with its obligations within the framework of the contracts monitored
  • Monitor the proper completion of the work and in particular compliance with regulatory obligations resulting from administrative authorizations and ensuring site safety
  • Manage interfaces on both the administrative and technical side (road managers, existing river network managers, network concessionaires, third-party project owners, etc.)
  • Contribute to consultation and communication actions led by the Territorial Partnerships Europe Department with local residents and stakeholders
  • Manage the general planning on the perimeter of the sector and in interfaces with the other groups of the project
  • Support the future operator in taking over the river transport system (dry run), contribute to the actions of commissioning and transfer of the system to the future operator and management of the post-commissioning performance verification period (VPC/VSR)
  • Implement and monitor the risk management approach within the entrusted scope
  • Receive Executed Works Files (DOE), create Works Files necessary for management, BIM models, as well as manage the classification and archiving of study and work files
  • Provide reporting to the sector director and the deputy director, participate and contribute to project management, in particular regarding costs/deadlines/risks/interfaces

 

This position, based in Lille, is open to teleworking 2 days per week.

Travel to be expected in Compiègne (60200) and generally in the Hauts-de-France region.

Participation in technical on-calls.

 

 

Your profile

You have a Bac+5 engineering or Master's degree, supplemented by successful experience in similar roles in linear infrastructure and/or complex civil engineering projects.

Initial experience in project management as a project owner, operations manager or project manager, or even construction companies would be appreciated.

Organized and rigorous, you have real synthesis skills, combined with the ability to report and alert.

You know the fundamental principles of the public procurement code both for the award of public contracts and for their execution.

Listening to stakeholders, you also know how to show firmness in your relations with different companies.

You enjoy working in a team and in project mode and you are comfortable working in matrix mode.
