The Canal from Compiègne to Passel: environmental public inquiry

You will find below the prefectural decree on the extension of the environmental public inquiry into sector 1 for a period of 7 days, i.e. until November 12, 2020 at 17h.

The offices of the investigating commissioners are held as planned on the following dates:

  • Mairie de Compiègne: Saturday October 31 from 9 a.m. to 12 p.m. and Thursday November 5 from 9 a.m. to 12 p.m.,
  • Town Hall of Chiry-Ourscamp: Saturday October 31 from 9 a.m. to 12 p.m.,
  • Town Hall of Morlincourt: Thursday November 5 from 14 p.m. to 17 p.m.,
  • Town hall of Thourotte: Thursday November 5 from 14 p.m. to 17 p.m.

In order to allow people wishing to contribute, who could not have traveled given the health context, three additional hotlines will be held by the commission of inquiry:

  • Saturday, November 7, 2020 from 09:00 a.m. to 12:00 p.m.
  • Thursday, November 12, 2020 from 09:00 a.m. to 12:00 p.m.
  • Thursday, November 12, 2020 from 14:00 a.m. to 17:00 p.m.

The practical procedures for public participation in these sessions are provided on the public inquiry website (http://csne.enquetepublique.net). A tool will allow anyone to make a telephone appointment for a 10-minute interview with a commissioner investigating the above slots. This tool will be deployed no later than Thursday on this website. Each registered person will be automatically called back at the desired time.

Faced with the very strong rebound of the pandemic linked to Covid 19, a period of confinement was introduced from October 30. The rules defined for containment provide for the continuity of public services, which are therefore open. In this spirit, the ongoing public environmental inquiry into sector 1 of the Seine-Nord Europe Canal between Compiègne and Passel is continuing.

CP SCSNE - Maintenance of the sector 1 environmental public inquiry offices

From October 5 to November 5, 2020, the public inquiry is an opportunity for everyone to inquire et speak out on the ecological developments of the project in sector 1, from Compiègne to Passel (Oise). This key step is prior to the environmental authorization order and the start of work from 2021.

In particular, it makes it possible to understand the effects of the project on water, aquatic environments, protected animal and plant species and their habitat, and to find out about the compensatory measures envisaged by the contracting authority.

Your opinion on the project is important!

The investigation is conducted by an independent commission of inquiry which makes the means to inform and express themselves available to all. It studies all the contributions on the project and then writes its opinion.

Definition - Compensatory measures

When a development project is designed, its impact on the environment (fauna, flora, water, soil, etc.) is very precisely assessed. Then, we work on the project so as to avoid or reduce its negative impacts. Compensatory measures aim to offset the impacts that have not been avoided or reduced. They must make it possible to restore a similar or even better ecological situation.
