Until now, the Société du Canal Seine-Nord Europe has been a local public establishment since April 1, 2020. Its installation supervisory board was set up this Thursday, June 11, and elected its president, Xavier Bertrand, President of the Hauts-de-France Region and its vice-president, Nadège Lefebvre, president of the Departmental Council of Oise. Today's Installation Supervisory Board in Lille began with a minute's silence in memory of Cyr-Denis Nidier, Director of Risks - Financing - Costs - Deadlines within the Société du Canal Seine-Nord Europe, carried away by the COVID-19 April 4. He made a decisive contribution to the Canal Seine-Nord Europe project and the Seine-Escaut programme.
The channel is moving forward: this new stage brings the project into a new dynamic. Local authorities now hold the majority of seats on the supervisory board. This marks the voluntarism of an entire region, and of communities in particular: the Hauts-de-France region, the departments of Nord, Oise, Pas-de-Calais and Somme. This governance thus allows a strong integration of the project in the territories served and listening to everyone's expectations. The State has ten representatives on the Supervisory Board (detailed list in appendix) in which Michel Lalande, Prefect of the Hauts-de-France Region also participates. The State also remains co-pilot with the Hauts-de-France Region of the Grand Chantier approach, which aims to include the site in the territories during the works, and aims to make this site a driving force for economic renewal for territories by preparing them for the commissioning of the canal.
In the fall of 2017, Xavier Bertrand, wanted to concretize the commitment of the local authorities of the region for the project by proposing to the State a partnership with the territories by the transformation of the Société du Canal Seine-Nord Europe into a public establishment. local. This resulted, following the proposal of Elisabeth Borne, Minister for the Ecological and Solidarity Transition, by the integration in the mobility orientation law, known as LOM, of December 24, 2019, of an article making the Project Company a local public institution as of April 1, 2020.
Europe is also associated with the governance of the Seine-Nord Europe Canal. Indeed, two representatives of the European Commission now sit on the Supervisory Board in an advisory capacity.
Finally, on the proposal of the local authorities on the Supervisory Board, Dominique Riquet, MEP, was appointed as a person qualified to sit on the Supervisory Board.

With the signature of the definitive financing agreement which took place on November 22, 2019, the Société du Canal Seine-Nord Europe has the visibility and the means to make the Canal Seine-Nord Europe project a reality. Despite the context of the health crisis, the studies and procedures continued: the Seine-Nord Europe Canal Company initiated, with the deconfinement and in compliance with the rules provided for by law, a local consultation on the first results of the studies. preliminary design for sectors 2, 3 and 4 (Passel in Aubencheul-au-Bac) to feed the rest of the design of the canal.
