As part of the Seine-Nord Europe Canal (CSNE) construction projects, the Seine-Nord Europe Canal Company (SCSNE), in partnership with the French Professional Organization for Prevention in the Building and Public Works Sector ( OPPBTP ), is deploying an innovative program: the Canal Prevention Passport. This new awareness tool, implemented since 2024, aims to strengthen the prevention culture across all construction sites by involving all stakeholders : SCSNE employees, service providers, subcontractors, temporary workers, etc. To date, more than 400 people have already received this training, out of the 6000 targeted. This tool is fully aligned with the SCSNE Supervisory Board's prevention policy and allows for the sharing of its core values, where daily safety is a priority.
The Canal Prevention Passport complements the training and awareness-raising sessions that companies offer their employees. It allows you to:
Many topics are addressed, such as the risk of drowning, the risk of collision between vehicles and pedestrians, prevention dedicated to temporary workers, pyrotechnics… Designed to adapt to the realities on the ground (phases of activity, trades, site developments), this system is also integrated into the objectives of the Hauts-de-France Regional Health at Work Plan No. 4 ( PRST4 ), supported by the State and by prevention institutions.
SCSNE is committed to offering these awareness sessions to all its service providers from the start of each project. They are mandated by the contractual documents associated with the contracts. Each company must guarantee the availability of its teams for at least half a day per year.
Each awareness session, lasting 2 hours, is led by an OPPBTP employee and takes place in 3 stages:
The results make it possible to identify areas of concern and adjust preventive actions.
Obtaining the passport is finally materialized by a sticker affixed to the BTP card, and a certificate given to each participant.
Deliberated by the Supervisory Board of the Seine-Nord Europe Canal Company (SCSNE), the Canal Prevention Policy outlines the Canal's safety principles through 25 operational actions . It is based on current regulations, industry recommendations and best practices, while also incorporating specific requirements tailored to the risk types inherent in the various works.
Among the actions stemming from this policy is raising awareness among all stakeholders on the construction site , thanks to the Canal Prevention Passport, a key tool for training workers. This awareness-raising has also been integrated by the Hauts-de-France Region into its continuing professional development program , particularly for individuals in reintegration programs—a first in France to date.
The implementation of the passport supports the numerous daily activities of the SCSNE teams and its partners. This begins with a strong presence on construction sites , but also includes safety meetings every three months with the CISSCT (Interministerial Committee for Health, Safety and Working Conditions ), bringing together representatives from each participating company (company managers and designated employees), prevention organizations, and temporary employment agencies. Site monitoring also relies on a rigorous system of audits and regular visits (165 site visits were conducted in 2024, and this number has already exceeded 150 in 2025).
Specific awareness training on pyrotechnic risks is also planned for personnel handling soil, in order to understand the risk and know the protocols to follow in the event of the discovery of pyrotechnic devices.
Mutual actions are also being implemented with OPPBTP, such as the signing of the "Truly Safe Construction Site" charter on November 19, 2024, committing SCSNE to consider occupational risk prevention from the initial design stage of projects. With its partners, SCSNE is thus committed to cooperating to support initiatives aimed at promoting a safety culture. As part of its partnership with OPPBTP, SCSNE also makes its construction sites available for testing innovative safety systems , as was the case for the Stop Collision system in September 2025.
