The European Union
With a contribution of 2,1 billion euros, the European Union is the first financial partner of the Canal Seine-Nord Europe. This support is the concrete realization of Europe's ambitions in terms of transport and climate neutrality. The aim is to create a fully integrated and environmentally friendly European transport area. To achieve this, the Seine-Nord Europe Canal within the Seine-Escaut river link was registered in 2013 in the Mechanism for the interconnection in Europe, the centerpiece of the trans-European transport network (TEN-T). The European Commission confirmed its commitment through the implementing decision of June 27, 2019.
The state
The State supervises the main players in river transport and is responsible for maintaining a large part of its navigation infrastructure. With the aim of developing a sustainable and competitive mode of transport, it finances the Seine-Nord Europe Canal to the tune of €1,097 billion. To ensure the proper application of laws and regulations by the project, it instructs the various administrative procedures and monitors their compliance. As a partner in the project, it co-pilots the major construction site approach to ensure the proper integration of the structure into the territories. It establishes specific partnerships to take into account various issues, educational or security, for example (agreements concluded respectively by the national education and the national gendarmerie with the Société du Canal Seine-Nord Europe).
The Hauts-de-France region
At the genesis of the project, the Hauts-de-France Region was one of the very first institutional and strategic partners of the Seine-Nord Europe Canal. By linking the Paris basin to the major ports of northern Europe, including Boulogne-Calais and Dunkirk in particular, this infrastructure of national and European scope will transform Hauts-de-France, with the creation of several thousand jobs in our territory, during and after the work. In the medium term, the Canal's objective is also to allow a very strong development of economic activity with in particular the reindustrialization of our region which thus confirms, with this new logistics offer and this high level infrastructure of competitiveness and attractiveness, its place among the largest regions in Europe.
The Department of the North
The most populous department in France with 2,6 million inhabitants, the Department of the North is at the crossroads of all solidarity, human and territorial. It accompanies northern families in the key stages of their lives, supports the improvement of the living environment in the 648 municipalities of the North and contributes to the influence of the territory and its actors.
Historical support of the Canal Seine-Nord Europe, the Department of the North finances the project to the tune of 217 million euros. It is also fully committed to the Canal Solidaire dynamic to enable RSA recipients to take advantage of the employment opportunities created. Finally, through a strategic development policy, the Department contributes to connecting the infrastructure to the major centers of activity, such as the E-Valley logistics site.
The Department of Oise
The Oise Departmental Council is a territorial collectivity which brings together 21 cantons. In particular, it manages colleges, the maintenance of departmental roads, it provides financial support for municipal projects and is involved in social and professional integration and Solidarity.
The Oise Departmental Council has invested in the Canal Seine-Nord project because it is synonymous with employment on our territory, economic and social development, and an opportunity to connect the Oise to the European transport network. river. Of the 3 recruitments planned on the site, the equivalent of 000 to 300 jobs are reserved for people in integration, a competence of the Department. It should be noted that more than a quarter of the route and the developments of the Canal will be in the Oise, thus modifying the landscapes of our territory for the future. Finally, the sustainable mobility of this new means of communication corresponds perfectly to the values conveyed by the Oxygen 600 Plan implemented by the Department of Oise.
The Department of Pas-de-Calais
A community of human and territorial solidarity, the Department of Pas-de-Calais works on a daily basis to promote equality between its inhabitants and its different territories.
Intervening as a developer (land development and compensatory environmental measures), as well as within the framework of its competences in terms of infrastructure and mobility, the Department of Pas-de-Calais also ensures the interdepartmental coordination of the "Insertion" component. of the Seine-Nord Europe Canal Major Works Initiative in order to optimize the positive impact in terms of employment. It thus acts to implement all the springs of its public policies to support the full success of the project.
The Department of the Somme
The Somme is shaped by its eponymous river and its major natural and heritage sites. A territory with many assets that the Departmental Council is keen to develop through its major structuring projects, support for municipal projects or the maintenance of its vast road network. The Seine-Nord Europe Canal will cross the Somme for 45 km, i.e. almost half of its total length, with two canal bridges, two marinas, two grain quays and two inland ports. The latter will offer opportunities for setting up and providing transport services to the industrial, agro-food and logistics sectors. Significant development opportunities will thus emanate from this new waterway, which justifies the budget invested by the Department, mobilized to benefit people far from employment via the Canal solidaire integration scheme. The Canal is also part of a logic of sustainable development and enhancement of the landscapes of the Somme, by restoring woodlands and wet meadows and by developing nearly 5 hectares of hydraulic annexes to promote biodiversity.
The Ile-de-France Region
The Seine-Nord Europe Canal represents an opportunity for territorial and economic development for the Ile-de-France Region, by constituting a regional structure for the transport of goods, while relieving congestion on the roads. One of the objectives for the Île-de-France Region is to build the Grand Paris fluvial, of which the Seine-Nord Europe Canal will be a strong link, linking the Paris basin to the European river network.
The investment required for the construction of the Seine-Nord Europe Canal amounts to 5,1 billion.
Included in a financing agreement in 2019, this budget is shared between Europe, local authorities and the French State.
It will be completed via a loan of up to 800 million euros, reimbursed by the receipts of a national tax with a local base encouraging modal shift.
