The Seine-Nord Europe Canal Company (SCSNE) is a local public body whose mission is to manage the public works project for the Seine-Nord Europe Canal. Its Supervisory Board comprises representatives from the local authorities that finance the project, the French State, and the European Union. As a public purchaser, the SCSNE has adopted a responsible procurement approach : it ensures the regularity and efficiency of public procurement, technical and environmental performance, and the optimization of economic and social benefits for residents and businesses in the region.

In this context, to reinforce this strategic direction, the SCSNE Supervisory Board approved the Procurement Policy, the backbone of the project , on October 1, 2020. This central instrument is based on the three main principles of action : transparency , dialogue , and sustainable development , and is broken down into 10 operational objectives.
It applies to the approximately €3,5 billion worth of works contracts that will be awarded through public procurement procedures. It invites bidding companies to become partners in the sustainable transformation of local areas.
