The Seine-Nord Europe Canal works are subject to environmental authorization under articles L. 181-1 and L.214-3 of the environmental code.
The public environmental inquiry concerns the characteristics of the project and the planned environmental integration measures. In particular, it makes it possible to understand the effects of the project on water, aquatic environments, protected animal and plant species and their habitat, and to find out about the compensatory measures envisaged by the project owner.
The public environmental inquiry and the associated environmental authorization request cover different areas including: authorization under the law on water and aquatic environments, exemption from regulations relating to protected species and authorization for land clearing.
The environmental authorization file (DAE) for sector 1, between Compiègne and Passel, was submitted on April 15, 2019.

The examination of the environmental authorization took place over 24 months in 3 successive phases:
The opinions of the CGEDD and the CNPN are advisory. The SCSNE's approach is very proactive in terms of environmental compensation and the opinions of these two organizations are taken into account and contribute to enriching the environmental authorization file.
The environmental public inquiry for sector 1 took place from October 5 to November 12, 2020 in 27 municipalities in the Oise. 122 comments and 25 contributions were made by individuals, communities, socio-economic players and associations. 8 recommendations were formulated by the commission of inquiry, then taken into consideration by the SCSNE.

The environmental authorization order for the Seine-Nord Europe Canal for sector 1, going from Compiègne to Passel in the Oise (60), has been signed by the Prefect of Oise on Thursday April 8, 2021 and published Monday, April 12, 2021. This decree thus authorizes the construction of the first 18,6 kilometers of the canal, by precisely defining the conditions of this work, in respect of the environment and the territory.
