Human Resources Project Manager

The Société du Canal Seine-Nord Europe (SCSNE), a local public establishment, is in charge of public project management of the future large-gauge 107 kilometer canal, an essential link in the major European waterway project called Seine-Escaut.

SCSNE is a young company (operational since 2017), dynamic, on a human scale, now with more than 100 employees who, each in their field of expertise, participate in the management and coordination of a major European project combining safety, performance, respect for the environment and innovation.

The Human Resources and General Services Department (HR-LMG Department) is responsible for ensuring that the human and material resources are available in line with the organization's needs. It oversees the continuous adaptation of these resources to reflect evolving needs related to the specific nature of the project company. It also ensures the implementation of a work environment tailored to the organization's challenges.

 

Your mission

Working directly with the Director of Human Resources and General Services, you will contribute to activities related to personnel administration management and the development of outsourced payroll, the operational implementation of the HR strategy defined with the Executive Board, and the quality of social dialogue.

You position yourself as a key contact for managers and teams on HR topics within your area of ​​expertise.

 

Your activities revolve around the following main areas:

Outsourced personnel administration and payroll management

  • Contribute to the management of outsourced payroll and develop processes in conjunction with the SCSNE accounting agency
  • Contribute to the administrative management of employee files with a view to optimizing the functionalities of the HRIS.

 

Employer branding and recruitment

  • In conjunction with the SCSNE communications department and the HR department, co-manage the development of SCSNE's attractiveness through the implementation of actions aimed at enhancing the employer brand.
  • Develop partnerships with schools to host interns, apprentices, and recent graduates.
  • Draft and/or update job descriptions in collaboration with managers
  • Write and distribute job postings
  • Participate in the selection of candidates (CV pre-selection and conducting interviews) within the scope of assigned recruitment positions.

 

Social dialogue

  • Contribute to the preparation of employee representative body meetings
  • Contribute to negotiations with employee representatives within the framework of the management of defined HR projects
  • To contribute, in general, to the promotion of social dialogue

 

Advice and support for managers and employees

  • To provide advisory support to managers on HR issues related to the management of their teams
  • Ensure that HR procedures are properly applied by all operational staff.
  • Supporting, guiding, and informing employees on all HR-related matters: labor law, collective agreements, internal rules
  • To listen and relay the needs and issues encountered within the teams regarding HR topics
  • To serve as the functional point of contact for the HRIS

 

Reporting, HR indicators and budget monitoring

  • Develop and analyze HR indicators: absenteeism, turnover, workplace accidents, gender equality in the workplace, etc.
  • Contribute to budget projections and monitoring, in conjunction with the Finance Department
  • Contribute to social management control

 

Structuring and monitoring activities

  • Participate in the development and operational deployment of HR procedures
  • To monitor legal and social developments and propose the necessary internal adjustments where appropriate.

 

This position, based in Compiègne, is open to teleworking one day per week.

Your profile

With a Bac + 5 degree in human resources management, you have a minimum of 5 years of professional experience in similar roles.

Demonstrating great discretion, you know how to adopt an appropriate HR role with a strong sense of listening, service, and communication.

You have in-depth knowledge of social law and labor law (legal obligations, operation of employee representative bodies, administrative procedures, etc.)

You are proficient in interview and recruitment techniques

Rigorous, proactive, you also know how to take initiative

You have advanced proficiency in office software, particularly Excel.

You are able to quickly grasp the architecture of an HR Information System (HRIS)

You have in-depth knowledge of payroll management and techniques

Capable of working in project mode and across departments, you possess strong analytical and problem-solving skills.
