The Seine-Nord Europe Canal works are subject to environmental authorization under articles L. 181-1 and L.214-3 of the environmental code.
The public environmental inquiry concerns the characteristics of the project and the planned environmental integration measures. In particular, it makes it possible to understand the effects of the project on water, aquatic environments, protected animal and plant species and their habitat, and to find out about the compensatory measures envisaged by the project owner.
The public environmental inquiry and the associated environmental authorization request cover different areas including: authorization under the law on water and aquatic environments, exemption from regulations relating to protected species and authorization for land clearing.
The environmental authorization file (DAE) for the sectors between Passel and Aubencheul-au-Bac was submitted on March 15, 2022. At the end of the examination phase, the State services declared the admissibility of the environmental authorization application file and decided to put it to public inquiry.

The examination of the environmental authorization of the Canal sectors between Passel and Aubencheul-au-Bac took place in 3 successive phases:
The opinions of the CGEDD and the CNPN are advisory. The SCSNE's approach is very proactive in terms of environmental compensation and the opinions of these two organizations are taken into account and contribute to enriching the environmental authorization file.
The public environmental inquiry for sectors 2, 3 and 4 is taking place from March 4 to April 2, 2024 in 76 municipalities in Oise, Somme, Pas-de-Calais and Nord.

The environmental authorization order for the Seine-Nord Europe Canal for sectors 2, 3 and 4 going from Passel in the Oise (60) to Aubencheul-au-Bac in the North (59), was signed by the Prefects of Oise, Somme, Pas-de-Calais and Nord on Friday August 9, 2024. This decree thus authorizes the construction of 89 kilometers of the canal, precisely defining the conditions of this project, while respecting the environment and the territory.
