Opening of a plot survey in 14 municipalities in the Oise

The Seine-Nord Europe Canal will link the Seine and Oise basins to the wide-gauge European network. The public utility of this project was declared in 2008 and extended until 2027. This project, in addition to its 107 km length between Compiègne and Aubencheul-au-Bac, will include a large number of structures such as locks, canal bridges, restoration of road or rail routes, as well as environmental, agricultural and forestry compensation measures, and economic support measures. The project is divided into four main sectors. On "sector 1" from Compiègne to Pont-l'Évêque, the so-called "pre-project" studies are now complete, and have made it possible to determine the right-of-way necessary for the operation.

Before undertaking the civil engineering works, the Société du Canal Seine-Nord Europe must take ownership of the plots or property located within the perimeter of the project.

The first step consists in setting up a parcel survey, which will take place from Monday October 14 to Thursday November 14, 2019 inclusive and will concern the following municipalities: Compiègne, Clairoix, Choisy-au-Bac, Janville, Longueil-Annel, Le Plessis-Brion, Thourotte, Montmacq, Cambronne-lès-Ribécourt, Ribécourt-Dreslincourt, Pimprez, Chiry-Ourscamp, Pont-l'Évêque and Passel.

The parcel survey is a key step, which aims to identify and inform all the owners concerned while guaranteeing that their interests are properly taken into account.

The Société du Canal Seine-Nord Europe continues to favor and seek amicable agreements, both with the owners already contacted and with those who would like to enter into a relationship now and seek such an agreement rather than waiting for a court decision on the determination of the amount of compensation related to the acquisition of the property.

This plot survey concerns:

  • 1330 plots;
  • 447 property accounts*.

The file consists of the plans of the plots concerned and their owner. The owners receive an individual notification which informs them of the timetable for the opening of the investigation, the filing of the investigation file at the town hall and the duty hours of the investigation committee. This commission of inquiry, totally independent, is appointed by the prefect of the Oise department. Its mission is to collect the observations of the owners concerned thanks to a register made available to them at the town hall. Owners can also contact her in writing. At the end of the investigation, the commission decides on the necessary or non-necessary nature of the acquisition of the plots by the Société du Canal Seine-Nord Europe. After having received the opinion of the commission of parcel investigation and the observations of the Société du Canal Seine-Nord Europe, the prefect can pronounce the transferability of the goods or parcels which would not have been previously acquired amicably and request from the judge an order for the transfer of ownership to Société du Canal Seine-Nord Europe.

* The notion of property account is defined as follows "plot or group of several plots belonging to the same owner, or the same group of owners, within a municipality". We can also use the terms “burrow or land unit”.
