The Société du Canal Seine-Nord Europe (SCSNE) is a local public institution whose mission is to provide public contracting authority for the Canal Seine-Nord Europe. It brings together within the Supervisory Board the communities that finance the project, the State and Europe. As a public purchaser, the SCSNE has committed a responsible purchasing approach : it ensures the regularity and efficiency of public procurement, technical and environmental performance, and the optimization of economic and social benefits for local residents and businesses.

In this context, in order to reinforce this strategic orientation, the SCSNE Supervisory Board validated on October 1, 2020, the Purchasing policy, the backbone of the project. It is a central instrument based on the 3 main principles of action what are the transparency, Dialogue and sustainable development,, and declined in 10 operational objectives.
It applies to some 3,5 billion euros in works contracts that will be awarded under public procurement procedures. It invites candidate companies to become partners in the sustainable transformation of territories.
