October 2022 – Prior exchanges with companies (“sourcing” or “sourcing”)
In order to promote an alternative to a supply solution by road, the Société du Canal Seine-Nord Europe (SCSNE) wishes to impose in its works contracts clauses for the massification of supply transport by river or by railway.
To this end, it wishes to build a railway terminal (hereinafter referred to as the Terminal) to supply Sectors 1 & 2 of the construction site of the future Seine-Nord Europe Canal.
Project management assignments for the construction of the Terminal are underway, with the actual construction work to start in 2023.
The SCSNE would like to discuss with operators interested in the planned operation of the future terminal.

In view of the launch of business consultations for the work of sector 5 "Locks & Systems", a process of prior exchanges (sourcing, or sourcing) is initiated with economic operators in application of the provisions of article R. 2111-1 of the public order code.
This involves soliciting economic operators in order to obtain information prior to the consultations which will be launched later. To this end, a questionnaire is made available to any interested economic operator. The expected services are also described in the documents below.

As part of the work of TOARCs in sectors 2, 3 and 4, the Société du Canal Seine-Nord Europe (SCSNE) wishes to launch calls for tenders adapted to the capacities of the sector, efficient and attractive, within a wider competitive scope, in order to optimize the cost of the project, control risks and guarantee compliance with quality and deadlines. To do this, it wishes to exchange with the professional federations representing the companies of the economic sector concerned within the framework of a process of sourcing.
The objective is on the one hand make companies aware of the needs of the SCSNE in terms of the work of the TOARCs, their expectations and constraints And on the other hand to identify the capacities of works companies likely to respond to them.
This charter formalizes the framework for exchanges between the SCSNE and the professional federations with a view to improving the quality of future specifications.
The exchanges will be organized around four themes and will be open to all professionals who wish to participate under the aegis of the National Federation of Public Works (FNTP), the FRTP Hauts-de-France (FRTP HdF) and the Professional Syndicate Terrassiers de France (SPTF).

March 2022 – Prior exchanges with companies (“sourcing” or “sourcing”)
In view of the launch of the consultation of companies for the renewal of the communication and local communication project management assistance contracts, the Société du Canal Seine-Nord Europe is initiating a process of preliminary exchanges (sourcing, or sourcing) from generalist or specialized communication service providers.
The objective is twofold: To make known to the agencies the needs and expectations of the SCSNE in terms of communication as well as the principles of its purchasing policy in which these markets fall. Identify the service providers in the sector and their capacities and constraints to respond to these markets.
Two information and discussion meetings open to all communication professionals were organized in March 2022 by the Hauts-de-France CCI and the SCSNE, in collaboration with the associations "Le Club des communicants de la Somme" and “Place de la Communication” in Lille, as part of the “Canal Entreprises” system of the Grand Chantier Canal Seine-Nord Europe initiative. This system, co-managed by the Hauts-de-France CCI and the Region, aims to support companies wishing to seize the opportunities of the project. These two meetings may be followed by a second period of discussions with particularly interested participants.

May-July 2021 – Prior exchanges with companies (sourcing or sourcing)
In view of the launch of the consultation of companies for the design and construction of the Somme Canal Bridge, a process of prior exchanges (sourcing, or sourcing) is initiated with the economic operators of public works in application of the provisions of article R. 2111-1 of the public procurement code.
Nature of the work envisaged: design and construction of the Somme Canal Bridge, a work of art to be carried out as part of the Seine-Nord Europe canal project and constituting sector 6, an exceptional work of art due to its dimensions ( 1 m long, 330 m wide excluding service roads), its cost, the challenges of landscape and architectural integration, as well as the environmental context in which it fits (Natura 34 classified perimeter).
This involves soliciting economic operators in order to obtain information and discuss the project. To this end, a questionnaire is made available to any interested economic operator.

In view of the launch of the 1eras business consultations in the course of 2020 and procurement concerning the works to be carried out on sector 1 of the Seine-Nord Europe canal between Compiègne and Passel in the Oise, a study and exchange process prerequisites (sourcing, or sourcing) is initiated with economic operators in the building and public works sector in application of the provisions of article R. 2111-1 of the public procurement code.
Nature of the works envisaged: environmental measures, general earthworks, protection of the banks, lock, engineering structures, diversion of the Oise, road works, other works (deviation of the concessionary networks, passage under the CSNE to restore the courses of water crossing [siphons], related land development works, ecological and landscaping works, waterproofing works).
This involves soliciting economic operators in order to obtain information that will make it possible to prepare the award of future works contracts. To this end, a questionnaire is made available to any interested economic operator on the buyer profile of Société du Canal Seine-Nord Europe. The questionnaires completed and submitted on PLACE will be analyzed by the SCSNE as they are received without waiting for the deadline for responses and submission of contributions set at 29.11.2019 at 18:00 p.m. The results of these preliminary exchanges will be exploited and used by the SCSNE for the preparation of works contracts in compliance with the principles of public procurement: freedom of access to public procurement, equal treatment of candidates and transparency of procedures. Publication of the main contributions resulting from this approach is planned so that potential bidders have the same level of information. Particular attention will be paid to the information transmitted by economic operators in the context of these exchanges, concerning technical processes or industrial and commercial data likely to fall under business secrecy.
Monday 28 January 2019
La SCSNE responded to the FRTP's invitation to come and present the Seine-Nord Europe canal project. Exchanges took place on this occasion on the prospects for the award of works contracts. In the interests of transparency and equal information for all companies potentially interested in these markets, the SCSNE publishes the content of these exchanges.
The SCSNE met in Marcq-en-Baroeul around fifty representatives of public works companies based in Hauts-de-France who had responded to the invitation of the Regional Federation of Public Works.
In the presence of Bernard Duhamel, president of the Regional Federation of Hauts-de-France, the meeting was an opportunity to discuss the progress of the project and the good practices of the profession in the perspective of the start of the works. of sector 1 between Compiègne and Passel (Oise) by the end of 2020.
Company representatives were particularly attentive to the information provided on the progress of the project. Divided into two groups, the participants had the opportunity to share with the contracting authority on good practices for achieving the four fundamental objectives of the SCSNE: eco-performance, partnerships-participations, innovation and security.
Comments and exchanges with professionals will allow the SCSNE to feed its reflection on the allotment of works, the clauses and the criteria in the calls for tenders favorable to the achievement of the objectives which guide the project: the eco-performance, partnership and participation, innovation and site safety.
