Governed by decree no. 217-427 of March 29, 2017 and the provisions of the CGCT, Société du Canal Seine-Nord Europe has an accounting agency to which is attached an invoicing department (SFACT) which takes charge of the management of invoices.
The budget dedicated to the Seine-Nord Europe Canal amounts to more than 5 billion euros over the entire duration. For 2022, the budget is €191 million.


Your mission

 

The accountant is in charge of:

  • Keep the general accounts, according to the M4 nomenclature of the EPICs
  • Keep cost accounting, according to the plan defined by the authorizing officer
  • Produce the organization's financial account and, as such, liaise with the Statutory Auditors in charge of certification
  • Control expenses and ensure payment according to the applicable rules, in particular the so-called GBCP decree of November 7, 2012 and the new decree on supporting documents of March 23, 2022
  • To assist the Executive Board through its advisory role
  • To attend Supervisory Boards, Commitments and Risks Committees and the Contracts Commission

Given the purpose of the SCSNE, the vast majority of expenditure comes from land management (acquisition of rights-of-way) and market activity.

  • The context of activity is that of total dematerialization, the accounting software being PEP,
  • The 2021 activity was 2400 mandates. This activity is expected to ramp up in the years to come as the project progresses.
  • A hundred markets are in progress
  • The workforce of around a hundred people on target,

Your profile

The Works Director – Sector 3 project management is responsible for delegating the Seine-Nord Europe Canal project management function within its scope for the programming, study, construction and commissioning phases. service until the structure is transferred to the Voies navigables de France teams in charge of operating and maintaining the CSNE.

Your mission

 

Sector 3 concerns the construction of the TOARC (Earthworks Works of Art and Restoration of Communication) between Cléry-sur-Somme and Etricourt-Manancourt, i.e. over approximately 15km and a dam-reservoir of 14 million m3. The cost of the work is estimated at approximately €300 million excluding tax.

The Infrastructure Engineer carries out the actions necessary for the design and implementation of sector 3 of the CSNE project, and ensures the proper integration of the project in the territories and in particular its good articulation with any related projects.

The Infrastructure Engineer manages, for the missions entrusted to him by the Sector Director, compliance with the program in terms of issues, costs, deadlines, quality, risk management and performance, but also in terms of development. durable and safe. He (she) is in charge of monitoring the action of the Project Manager, the Project Management Assistant and the various service providers involved in the construction of the canal in one or more specific areas. The particular areas concerning sector 3 are the
earthworks, high embankments (including construction of dykes) and engineering structures.

In conjunction with the Public Procurement and Purchasing Department, the Legal Affairs Department and the Financial Affairs Department, he (she) manages the contracts entrusted to him by the Sector Director.

In connection with the Territories/Europe Partnerships Department, he (she) contributes to contacts with stakeholders in the sector. Major Works approach.

The Infrastructure Engineer may be entrusted by the Sector Director with cross-cutting missions in the areas covered by the Technical Department.

Main activities :

The Infrastructure Engineer contributes to the management of the technical, landscape and architectural design of the Seine-Nord Europe canal within the scope of intervention and according to the objectives defined for him. As such:

  • He (she) contributes to the preparation of consultations for preparatory works, works and ancillary contracts and may be appointed works contract manager.
  • He (she) supervises project management studies piloted, examined and instructed by the AMO operation manager as well as data collection studies (from the identification of needs and the collection of data from
    site, diagnostics, analysis of the existing situation until the acceptance of all the deliverables of the service providers).
  • He (she) supervises the technical proposals of the Project Managers, steered, examined and technically validated by the AMO operation manager assigned to the sector, and implementing the cross-cutting provisions of the

  • He (she) is an interlocutor of the technical representatives of the territory (technicians of the communities, planners, economic actors…) and intervenes in support of the Directors of Territory in charge of the relations with the elected officials and the stakeholders.
  • He (she) coordinates with other internal and external stakeholders, in particular other contracting authorities or infrastructure managers, in support of the Sector Management.
  • He (she) proposes operating modes for the distribution of the contracting authority.
  • He (she) manages agreements related to the interfaces that he (she) manages, including agreements with network licensees.
  • Assisted by the operational management of the AMO, he (she) particularly supervises the planning and implementation of administrative procedures, either on his own (DICT, demolition permit, building permit, site depollution, etc.), either in connection with the land service, or in connection with the environmental authorizations service (authorizations linked to the Environment Code, Forest Code, etc.).

On all phases of the project:

  • He (she) enforces through his AMO and MOE the cross-cutting policies of the SCSNE: quality approach, safety-health-environment, purchasing policies, use of the tools in use at the SCSNE (GED, GIS, BIM, etc.).
  • He (she) ensures the control of costs, deadlines, risks, performance and quality of the services purchased (AMO, project management, works, various service providers) as well as for the final products.
  • He (she) assists the Sector Director, for his/her scope, in the preparation of reporting elements on behalf of the SCSNE Executive Board and the preparation of files for project stage reviews.
  • He (she) represents and defends the interests of the SCSNE on a technical level with external partners (local authorities, contracting authorities, planners, State services, etc.).
  • In the ACT phase, he (she) contributes, in support of the Sector Management and with the designated purchasing manager, to the process of consulting companies on work packages.

Coming from a Bac + 5 higher education in the field of civil engineering, public works, earthworks
heavy mass or geotechnics or acquisition of equivalent skills through experience or professional training, you justify a professional experience of 5 years. You have good knowledge of quality management system. Operational experience in MOE or MOA of large projects would be appreciated. You know the techniques in the field of linear infrastructures as well as the techniques in engineering structures and/or earthworks.

Société du Canal Seine-Nord Europe (SCSNE) is a local public institution, whose Supervisory Board is chaired by the President of the Regional Council of Hauts-de-France. Managed operationally by a Management Board, the SCSNE carries the public project management for the construction of the canal, a 107 km infrastructure that will link Ile-de-France to the wide-gauge European network. The commissioning of the Compiègne – Cambrai link is scheduled for the end of 2028.


A major regional development project, the construction of the Seine-Nord Europe canal is above all a sustainable development project.


With a budget of 5 billion euros, it benefits from funding from the European Union, the State and the local authorities crossed. Project management is carried out by a dynamic team of around 70 people. The study phases are advanced and 2022 marks the start of the works contracts, which will reach a total of approximately 3,5 billion euros ordered.


In this context, the Department of Public Procurement and Purchasing occupies a strategic place for the realization of the project. It steers purchasing with the operational departments, ensures its efficiency and legal security. The position therefore requires a detailed understanding of the project, its actors, partners and challenges as well as an ability to develop a strategic and forward-looking vision of the implementation of the purchasing policy in a complex environment.   • You design and supervise supplier sourcing operations and the conduct of purchasing procedures and negotiations
  • You provide the secretariat for the institution's contracts committee
  • You ensure the contractualisation of contract amendments
  • You are the guarantor of the legal security of procurement procedures. In particular, you detect and assess the legal risks related to public procurement to which the establishment and its managers are exposed.
  • You manage the evolution of internal procedures allowing the achievement of purchasing objectives
  • You define quality indicators and their implementation
  • You design and propose the implementation of risk prevention measures necessary for all phases of the purchase
  • You are responsible for the structuring of tools and processes related to the award of works contracts in a context of risk management and demanding controls on the part of project financiers.
  • You define the training policy for public procurement

 

Your profile

 

With a higher legal education, ideally supplemented by a course in a business school, you have at least 15 years of professional experience, including several in the public or parapublic sector in a position responsible for
public order ideally in a structure carrying the control of work of infrastructures.


  • Expert in public procurement, you master public procurement law
  • Endowed with a sense of strategy, you know how to take the height, prioritize, be reactive to recommend the solutions most in line with the need
  • You have the relational qualities necessary to work cross-functionally and know how to work on pedagogy, transfer of expertise, effective coordination with all stakeholders in the purchasing process
  • You master the purchase within the framework of the conduct of complex projects
  • You ensure reporting adapted to your hierarchy and to the governance bodies

This position is based in Compiègne. It is open to telecommuting two days a week.

Framework status – CDI under private law (SYNTEC collective agreement). This position is also accessible to civil servants through secondment or secondment (additional remuneration possible).
