Signing of the Frankly Safe Construction Site charter

This Tuesday, November 19, 2024, on the occasion of the Mayors' Fair, Xavier Bertrand, Chairman of the Supervisory Board of the Seine-Nord Europe Canal Company (SCSNE) signed the “Frankly Safe Construction Site” charter with our partners Alain Grizaud, president of the National Federation of Public Works (FNTP) of Hauts-de-France, Paul Duphil, general manager of theOPPBTP, Hugues Bardoux, general manager of the Carsat Hauts-de-France et Bruno Drolez, general manager of the Dreets Hauts-de-France.

The aim of this charter is to ensure that the prevention of occupational risks is taken into account from the design stage of the works by the project owner. They thus undertake to cooperate to support actions aimed at promoting a culture of safety. 

The SCSNE's requirement to register, prior to the work, prevention at the heart of its operation, demonstrates a significant commitment to projects of this scale. 

A Charter to guarantee risk management from the project design stage

The "Site Frankly Safe" charter was developed by the FNTP*, in collaboration with its partners OPPBTP*, CNAM* and INRS*. It defines, among other things, the priority themes to be implemented by project owners in order to sustainably integrate the prevention of occupational risks into their construction operations.

The Partnership Agreement signed in December 2023 between SCSNE and OPPBTP to ensure a high level of prevention on the Seine-Nord Europe Canal construction sites already provided for the application of this charter. Also, the signing of this new agreement on November 19, 2024, further strengthens risk prevention in the operating mode and processes of SCSNE. Risk control and improvement of working conditions for those involved, from the design stage of the works and in particular during the preparation of contracts, is a priority for the Société du Canal Seine-Nord Europe.

Focus on 3 main security themes

Prior to the construction site, a risk and environmental analysis was carried out by the SCSNE in collaboration with the OPPBTP and partners, making it possible to:identify three points of vigilance well known to public works companies, for which dedicated recommendation sheets have been made available to all:

  • Taking into account the risks of work under traffic and the protection of local residents : the installation of temporary signage must ensure the protection of local residents around construction sites. It also organizes the flow of emergency services, deliveries, access to establishments and public services. Efforts are also made to limit the impact on the movement of users, local residents and on commercial activities;
  • Protection of trench excavations : this is to ensure that workers do not fall and that materials are protected;
  • Hygiene : the provision of sanitary equipment improves hygiene for operators and has a positive impact on the image of the site and working comfort.

Taking these issues into account must help reduce accidents on construction sites and improve employee well-being and to position partner companies as responsible players in the construction sector.

An unprecedented approach for an exceptional project

SCSNE, the project owner of the Canal, has made safety a priority commitment in the management of the project. This is why it is working with construction industry players to ensure that all conditions are implemented to ensure the safety of everyone on its construction sites.

The implementation of the “Frankly Safe Construction Site” Charter on the Seine-Nord Europe Canal construction sites is a unique opportunity for the construction sector. It will make it possible to assess the influence of the risk prevention organization, right from the design phase, on the conduct of a large-scale operation, and to measure its impact on reducing the risks of workplace accidents and occupational diseases.

Other projects have already implemented a local version of the "Frankly Safe Construction Site" Charter. In Évreux in particular, a renovation operation on a very busy road in the city is applying this charter, with a positive impact on the economic performance and image of the construction site.
