On Tuesday, November 19, 2024, at the Mayors' Trade Show, Xavier Bertrand, Chairman of the Supervisory Board of the Seine-Nord Europe Canal Company (SCSNE), signed the "Frankly Safe Construction Site" charter with our partners Alain Grizaud , President of the National Federation of Public Works (FNTP) of Hauts-de-France, Paul Duphil, Director General of OPPBTP , Hugues Bardoux, Director General of Carsat Hauts-de-France and Bruno Drolez, Director General of Dreets Hauts-de-France.
This charter aims to ensure that occupational risk prevention is taken into account from the initial design stage of projects by the project owner. They therefore commit to cooperating to support actions aimed at promoting a safety culture.
SCSNE's requirement to place prevention at the heart of its operations upstream of the work demonstrates a significant commitment to construction sites of this scale.
The "Site Frankly Safe" charter was developed by the FNTP*, in collaboration with its partners OPPBTP*, CNAM* and INRS*. It defines, among other things, the priority themes to be implemented by project owners in order to sustainably integrate the prevention of occupational risks into their construction operations.
The partnership agreement signed in December 2023 between SCSNE and OPPBTP to ensure a high level of prevention on the Seine-Nord Europe Canal construction sites already included the application of this charter. Therefore, the signing of this new agreement on November 19, 2024, further strengthens risk prevention in SCSNE's operations and processes. Managing risks and improving working conditions for all stakeholders, from the initial design phase of the projects and particularly during the contract development stage, is a priority for the Seine-Nord Europe Canal Company.
Prior to the start of construction, a risk and environmental analysis was carried out by SCSNE in collaboration with OPPBTP and partners, identifying three points of vigilance well known to public works companies , for which dedicated recommendation sheets have been made available to all:
Addressing these issues should help reduce accidents on construction sites, improve employee well-being , and position partner companies as responsible actors in the construction sector.
SCSNE, the Canal's project owner, has made safety a top priority in the project's execution. That is why it is working with construction industry stakeholders to ensure that all necessary conditions are in place to guarantee everyone's safety on its worksites.
The implementation of the "Truly Safe Construction Site" Charter on the Seine-Nord Europe Canal construction sites presents a unique opportunity for the construction industry. It will allow for an assessment of the influence of risk prevention organization, starting from the design phase, on the execution of a large-scale project, and for a measurement of its impact on reducing the risks of workplace accidents and occupational illnesses.
Other projects have already implemented a local version of the "Frankly Safe Construction Site" Charter. In Évreux in particular, a renovation operation on a very busy road in the city is applying this charter, with a positive impact on the economic performance and image of the construction site.
