The Société du Canal Seine-Nord Europe notified on Friday December 22, 2023 the first of three lots for the works contract for the Montmacq-Cambronne-lès-Ribécourt lock. This one was awarded to a group of 8 companies whose agent is Bouygues Travaux Publics Régions France SAS. This contract will be executed over a forecast period of 55 months for a total amount of nearly 96 million euros excluding tax. The start of this work is planned for the first half of 2024.

What work?

Lot 1 of the market concerns all works and associated services necessary for the construction of the Montmacq-Cambronne-lès-Ribécourt lock, since the work of earthwork (for a volume of approximately 200 m³) until the commissioning of the hydromechanical equipment, going through the civil engineering construction (with a volume of structural concrete estimated at around 38 m³ and more than 000 tonnes of reinforcement), the supply and installation of equipment, as well as the necessary studies and manufacturing.

The The of the Montmacq-Cambronne-lès-Ribécourt lock chamber will be 195 meters of useful length et 12,50 meters of useful width, consistent with the size of the existing locks on the navigable Oise River downstream. The lock can accommodate boats up to pushed convoys of barges 185 m long and 11,40 m wide (known as “class Vb CEMT 92”), with a draft of 3,00 m (or depth) and a carrying capacity of 4 tonnes of goods, the equivalent of 400 trucks. The lock will allow these boats to overcome a height difference of 6,41 meters in 30 minutes (complete cycle input without output).

Le The lock pumping system was designed to, in addition to the water supply to the Canal and the operation of the lock, contribute to the fight against exceptional floods in the Oise (higher than the thirty-year floods), by temporarily storing the withdrawn water in the various reaches of the Canal.

The lots " Building – Secondary trades " and " Lock platform, landscape and floor coverings, metalwork » will be subject to separate consultation procedures at a later date. The lock esplanade will also house a orchard-conservatory of fruit trees, taking up the tradition of orchards adjoining the lock keepers' houses.

Modal shift, the will of the SCSNE

River transport is a major solution for decarbonizing transport, with CO emissions2 3 to 5 times lower than the road per tonne transported. This is the reason for the Seine-Nord Europe Canal and more broadly the Seine-Escaut network. The SCSNE has therefore integrated into its works contracts the implementation of a logistics solution for modal transfer of supplies for the road to river and rail construction sites. These two mass modes of transport are complementary, and will significantly reduce the carbon footprint of the site. Indeed, thanks to this contractual commitment, nearly 37 tonnes of supplies will not be transported by road, and around 000 tonnes of concrete aggregates will be supplied from a distance of less than 100 km from the site.

The group of companies and its designated subcontractors, have four companies based in Hauts-de-France (Bouygues Travaux Publics Régions France SAS in Marcq-en-Barœul (59), and John Cockerill in Grande-Synthe (59), Ramery in Erquinghem-Lys (59) and Claisse Environnement in Saint-André-lez-Lille (59) This composition testifies to the remarkable ability of regional companies to establish themselves in markets characterized by high technicality.

A procurement procedure guided by the SCSNE Purchasing Policy

Adopted on 1er October 2020 by its SCSNE Supervisory Board, the SCSNE Purchasing Policy invites candidate companies to become partners in the sustainable transformation of territories, and thus follow the objectives of security, employment and development of territories, environment and innovation. The awarded contract therefore implements this policy through several essential measures, including:

  • The obligation placed on the holder to entrust at least 20% of services to Small and Medium Enterprises (SMEs), which represents an amount of €19 million excluding tax reserved for them.
  • The integration of a integration clause through economic activity (CIAE) which commits companies to hiring people far from employment, for a volume estimated at more than 68 hours. This approach is part of the Canal Solidaire system supported by the Departments, and aims to support local employment and sustainable integration. On all contracts awarded by SCSNE, to by the end of 2023, nearly 140 people have already been integrated, thanks to integration clauses, in a sustainable return to employment, and more than 100 hours of integration have already been carried out.
