The report of the public environmental inquiry carried out between Passel in the Oise and Aubencheul-au-Bac in the North was published on May 3, 2024. It reports a favorable opinion from the Commission of Inquiry with five reservations and eight recommendations.
The public inquiry, which took place from March 4 to April 2, 2024, allowed for the expression of more than 700 opinions and observations from some 600 contributors.
Environmental concerns focused particularly on water , biodiversity and landscape.
Committed to transparent communication and responsible project management, SCSNE responded to the observations. In light of these responses and the opinions expressed by the public, the Inquiry Commission issued a favorable opinion, subject to reservations and recommendations.
Among the reservations expressed, three concern water-related issues and will allow the SCSNE to clarify certain aspects of the case, including the effects on the Oise and the water quality of the Canal.
SCSNE is committed to addressing these concerns and also to maintaining a continuous dialogue with local stakeholders and residents to ensure the success of the project in all technical, environmental and socio-economic aspects during and after construction.
It will also continue the support and partnership work undertaken with Voies navigables de France (VNF) and local stakeholders to define the future of the Canal du Nord , within the framework of territorial development contracts.
The Seine-Nord Europe Canal Company will also take into consideration, in the continuation of the project, the recommendations made by the Commission of Inquiry which contribute to achieving the objectives of the Seine-Nord Europe Canal.

This favorable opinion marks a new step forward in the project's realization. Based in particular on this public inquiry report, an interdepartmental environmental authorization order is expected in the coming months. This order will contain the requirements for the construction site and will allow work on the Canal between Passel and Aubencheul-au-Bac to begin progressively next autumn.
