Buyer of public works contracts

The Société du Canal Seine-Nord Europe (SCSNE), a local public establishment, is in charge of public project management of the future large-gauge 107 kilometer canal, an essential link in the major European waterway project called Seine-Escaut.

SCSNE is a young company (operational since 2017), dynamic, on a human scale, with nearly 80 employees who, each in their field of expertise, participate in the management and coordination of a major European project combining security , performance, respect for the environment and innovation. 

Joining the SCSNE means joining a team that works collectively for the success of this project!

The SCSNE will soon launch around ten infrastructure works contracts such as earthworks and road restoration contracts (TOARCS) and the construction of locks, the estimated amounts of which each exceed 100 million euros excluding tax. Many other related works contracts with significant amounts and issues must also be concluded.

Your mission

In compliance with the Public Procurement Code, the buyer is the pilot of high-stakes purchases in terms of risks, budget and procedure. He/she ensures the award of complex public contracts and the contractualization of modifications to these contracts. He/she is the guarantor of the quality and performance of the purchase.

 

Your activities revolve around 3 essential axes:

Management of the award of main works contracts:

  • Advise services and service providers for the definition of needs and the drafting of specifications, manage the development of the purchasing strategy prior to the drafting of consultation file documents
  • Ensure control of the production of service providers (AMO and MOE) in compliance with the risk management objectives of the procurement procedure and more broadly of the project (quality, cost, deadline). If necessary, draft the administrative documents for the consultation, and possibly amendments, as well as summary notes using the existing documentary repository
  • Organize public procurement procedures by providing the necessary legal and purchasing advice to all teams, in compliance with the process adopted by the SCSNE
  • Participate, depending on the organization that will be adopted, in key stages of contract execution monitoring in support of the operational services responsible for this monitoring and in conjunction with the legal affairs department

 

Purchasing referent for one of the six SCSNE sector directorates:

  • Be the purchasing representative for a sector management within the framework of the matrix organization set up by the SCSNE
  • In conjunction with your Management, the Management of the sector concerned and other stakeholders in the project, ensure compliance with the planning of purchases to be made for the sector, collect information useful to the sector on the award of public contracts and ensure regular reporting with sector management and your hierarchy

 

Diverse activities :

  • Directly manage or ensure the award of public contracts for works of lesser financial magnitude (preparatory work, ecological developments, etc.) or for the provision of services
  • Maintain legal monitoring and participate in the drafting of legal analyzes relating to public procurement
  • Provide advice in terms of purchasing technique and support in the negotiation phases through good knowledge of the market linked to the project (Works, construction, engineering)
  • Contribute to the development and dissemination of doctrine and good practices in public purchasing by writing notes/guides/processes or conducting training

 

Your profile

Having completed bac+5 training (university with a legal and/or purchasing specialization or business school or engineering school), you have at least 5 years of experience in the expert practice of procurement public works, if possible infrastructure.

You have mastered public procurement law and public purchasing management.

You know how to prioritize and adapt the exercise of missions to the challenge and urgency. With strong project management skills, you enjoy working in a matrix and team mode.

With excellent writing skills, your sense of listening and teaching combined with proven interpersonal skills allows you to successfully conduct negotiations.

Rigorous, autonomous and responsive, you know how to report, alert and propose arbitration elements and corrective actions.

The position is based in Compiègne. It is open to teleworking two to three days per week in compliance with the rules set by the SCSNE teleworking charter.
