MOA Project Manager – Locks

The Société du Canal Seine-Nord Europe (SCSNE), a local public establishment, is in charge of public project management of the future large-gauge 107 kilometer canal, an essential link in the major European waterway project called Seine-Escaut.

SCSNE is a young company (operational since 2017), dynamic, on a human scale, with nearly 80 employees who, each in their field of expertise, participate in the management and coordination of a major European project combining security , performance, respect for the environment and innovation. 

Joining the SCSNE means joining a team that works collectively for the success of this project!

In direct contact with the Director of the locks sector, you ensure on the perimeter of the construction of the locks of Marquion and Oisy-le-verger, the responsibilities of project manager in charge of the management of the main works contracts but also certain transverse works.

These two locks, located in the Pas-de-Calais department, are the highest in the project with drop heights of around 25 metres.

You are the first level representative of project management both internally and externally on the scope entrusted to you and the associated interfaces. You contribute to the control of the project in terms of costs, deadlines, technical performance, sustainable development, safety and risks.

Your mission

Your mission is structured around the following activities:

  • Manage works and service contracts: first-level administrative, financial, contractual and technical management
  • Contribute to monitoring the execution of the project management contract and compliance by the project manager with its obligations
  • Monitor the proper completion of the work and in particular compliance with regulatory obligations resulting from administrative authorizations and ensuring site safety
  • Manage interfaces on the technical side (road managers of the existing river network, network concessionaires, third-party project owners, etc.)
  • Contribute to consultation and communication actions led by the Territorial Partnerships Europe Department with local residents and stakeholders
  • Manage the general planning on the perimeter of the sector and in interfaces with the other groups of the project
  • Support the future operator in taking charge of the river transport system (dry run), contribute to the commissioning and transfer of the system to the future operator and manage the post-commissioning performance verification period (VPC/ VSR)
  • Ensure budgetary and financial monitoring of budget lines entrusted with responsibility in conjunction with the Finance Department
  • Actively contribute to the risk management process within the entrusted scope
  • Receive Files of Executed Works (DOE), constitute the Work Files necessary for the management of BIM models, as well as the management of the classification and archiving of study and work files
  • Provide transversal technical support (first level expertise) in areas of specialty or expertise with the possibility of being designated technical/business referent in these areas

 

In the consultation phase for the main works contracts, this position, based in Compiègne and open to teleworking in compliance with the rules set by the SCSNE teleworking charter.

During the execution phase of the main contracts and until acceptance of the works, the location will be shared between Compiègne and the site sites.

Your profile

At a bac +5 level, engineer or Master, you have successful experience on complex infrastructure and/or civil engineering sites as well as in project management as project owner, project manager. operations or project manager, or even works companies.

Organized and rigorous, you have real synthesis skills, combined with the ability to report and alert.

You know the fundamental principles of the public procurement code both for the award of public contracts and for their execution.

Listening to stakeholders, you also know how to show firmness in your relations with the various service providers.

You like working in a team and you are comfortable working in matrix mode.
