TOARC Project Manager – Sector 1

The Société du Canal Seine-Nord Europe (SCSNE), a local public establishment, is in charge of public project management of the future large-gauge 107 kilometer canal, an essential link in the major European waterway project called Seine-Escaut.

SCSNE is a young company (operational since 2017), dynamic, on a human scale, with nearly 80 employees who, each in their field of expertise, participate in the management and coordination of a major European project combining security , performance, respect for the environment and innovation.

Sector 1, located to the south of the project, covers 18km between Compiègne and Noyon in the Oise. In particular, its perimeter includes a lock with a drop height of 6.40 meters and 10 structures.

The amount of work in this sector is estimated at approximately 400 million euros.

As Earthworks, Works of Art, Communications Restoration (TOARC) Project Manager, you are the first-level representative of project management both internally and externally on the scope that you is entrusted and the associated interfaces.

You contribute to the control of the project in terms of costs, deadlines, technical performance, sustainable development, safety and risks.

Your mission

Within the sector 1 team and under the hierarchy of its Director, your mission is structured around the following activities:

  • Manage works and service contracts: first-level administrative, financial, contractual and technical management
  • Contribute to monitoring the execution of the project management contract and compliance by the project manager with its obligations within the framework of the contracts monitored
  • Monitor the proper completion of the work and in particular compliance with regulatory obligations resulting from administrative authorizations and ensuring site safety
  • Manage interfaces with road managers, the existing river network, network concessionaires, third-party project owners, etc.
  • Contribute to consultation and communication actions led by the Territorial Partnerships Europe Department with local residents and stakeholders
  • Manage the general planning on the perimeter of the sector and in interfaces with the other groups of the project
  • Support the future operator in taking charge of the river transport system (dry run), contribute to the commissioning and transfer of the system to the future operator
  • Ensure budgetary and financial monitoring of budget lines entrusted with responsibility in conjunction with the Finance Department
  • Implement and monitor the risk management approach within the entrusted scope
  • Ensure the management of land made available to companies, in conjunction with the Land Department and control of rights-of-way
  • Receive the Files of Executed Works (DOE), constitute the Work Files necessary for the management of BIM models, as well as the management of the classification and archiving of study and work files
  • Provide reporting to the sector director and the deputy director and contribute to project management, particularly regarding costs/deadlines/risks/interfaces.
  • Provide interim support for other project managers during periods of leave or absences
  • Provide cross-functional technical support (first-level expertise) in areas of specialty or expertise; with the possibility of being designated technical/professional referent in these areas
  • Rely in your missions on a project management assistant and on a project manager who will be responsible for supervising the execution of the work
  • Work cross-functionally within sector management but also in relation to all other components of the company within the framework of a matrix organization

 

This position, based in Compiègne, is open to teleworking 2 to 3 days per week in compliance with the rules set by the SCSNE teleworking charter.

Travel to be planned in the Hauts-de-France region.

Participation in technical on-calls.

Your profile

You have graduated from a bac+5 level engineer or Master's degree and have initial professional experience on linear infrastructure and/or complex civil engineering sites as a contracting authority, operation, project manager or even in works company.

Organized and rigorous, you have real synthesis skills, combined with the ability to report and alert.

You are proactive and know the fundamental principles of the public procurement code both for the award of public contracts and their execution.

Listening to stakeholders, you also know how to show firmness in your relations with different companies.

You enjoy working in project mode and are comfortable in matrix organizations.
